JOINT DECLARATION BY CHINA AND CAMBODIA 

MAY 8TH, 1960 

By His Excellency Mr. Chou En-Lai, Premier of the State Council of the People's Republic of China.

And

His Excellency Mr. Pho Proeung, Prime Minister of the Royal Government of Cambodia. 

At the invitation of the Royal Government of Cambodia, His Excellency Mr. Chou En-lai , Premier of the State Council of the People's Republic of China and His Excellency Mr. Chen-yi, Deputy Premier of the State Council and Minister of Foreign Affairs,  visited Cambodia from May 5th to 9th 1960, accompanied by the Deputy Minister of Foreign Affairs, Mr. Chang Han-fu and other members of the Delegation of the People 's Republic of China. 

As in November 1956, the Khmer people gave His Excellency Mr. Chou En-lai and the other members of the Chinese Delegation a particularly enthusiastic welcome.  

Premier Chou Een-lai and Marshal Chen-Yi express their sincere thanks to the Government and People of Cambodia for their hospitality and for this warm welcome. 

Her Majesty the Queen and the Council of Regency received in audience His Excellency Mr. Chou En-lai and His Excellency Mr. Chen-yi and the members of the Chinese Delegation, in the Throne Room of the Royal Palace on the after noon of May 5th, 1960.   

His Excellency Mr. Chou En-lai and the members of the Chinese Delegation then went to the Moha Monti room for a few minutes silence before the Royal Remains of His Late Majesty. 

During his visit to Cambodia, the premier of the People's Republic of China observed with satisfaction the economic and social achievements of the Khmer people under the guidance of H.R.H. Prince Norodom Sihanouk of Cambodia and wished them more successes, in all spheres. 

He presided over the inauguration of Stung Meanchey Radio Station and the Kompong Cham textile mill and he visited the Dey Eth plywood factory - all three built by Chinese Economic Aid. 

His Excellency Mr. Chou En-lai had talks with H.R.H. Prince Norodom Sihanouk of Cambodia and with Mr. Pho Proeung, Prime Minister of Cambodia. 

During these conversations, which took place in an atmosphere of frank cordiality, views were exchanged over a wide field and the international questions of the moment were reviewed. 

H.R.H. Prince Norodom Sihanouk of Cambodia, in the name of the Royal Government, and the Khmer people, expressed his gratitude for the valuable contribution being made by the People 's Republic of China to the economic and social development of Cambodia.  

H.E.Mr. Chou En-lai underlines the fact that this fruitful cooperation between the Kingdom of Cambodia and the People 's Republic of China is an example of good international understanding between countries with different political regimes. He recognizes that the policy of the Royal Government of Cambodia is serving the cause of peace in the world and fully approves its peaceful attitude.  He renews his recommendation to Chinese subjects in Cambodia scrupulously to respect the laws and regulations of the country.  

The two parties reaffirm their conviction that the safeguard of peace resides in unreserved respect for signed agreements and in the sincere application of the principles of Pancha Sila by all States, great and small, and in the use of peaceful means to solve international differences.  They condemn all annexionist ambitions by neighboring countries. 

The two parties express the wish that the forthcoming Summit Conference will obtain concrete results and will, in particular, arrive at an agreement on the banning of nuclear weapons and the general reduction of armaments. 

The two parties reaffirm that, in international relations, the principle of perfect equality between countries, great and small, should be scrupulously respected. 

The two parties firmly support the cause of the peoples of Asia and Africa, who are fighting against colonialism and racial discrimination in order to obtain and keep their national independence. 

The two Governments congratulate each other on the highly satisfactory results obtained in economic and cultural cooperation between the People's Republic of China and the Kingdom of Cambodia have been growing closer since 1956, have decided to develop still more their cooperation in all fields. 

Premier Chou En-lai has invited, in the name of the Government of the People's Republic of China, H.R.H. Prince Norodom Sihanouk and H.E. Mr. Pho Proeung, Prime Minister of the Royal Government of Cambodia, to pay a friendly visit to China at a date, which is convenient to them.  H.R.H. Prince Norodom Sihanouk and H.E. Mr. Pho Proeung have accepted this invitation with pleasure.
